CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）,。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司,，投標(biāo)人應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán),，負(fù)責(zé)投標(biāo)貨物的銷售工作,。

Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods, including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

投標(biāo)產(chǎn)品制造商應(yīng)取得覆蓋本次投標(biāo)產(chǎn)品且有效的《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）及《特種設(shè)備型式試驗(yàn)證書(shū)》（壓力管道元件）并在投標(biāo)時(shí)提供掃描件。

The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products, and the scanned copy of the original shall be provided during bidding.

****至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)）,，投標(biāo)人所投產(chǎn)品制造商應(yīng)具有在中國(guó)境內(nèi)至少1個(gè)SMPO裝置的金屬硬密封調(diào)節(jié)球閥的供貨業(yè)績(jī),，且一個(gè)業(yè)績(jī)須同時(shí)滿足至少1臺(tái)閥門(mén)尺寸不小于10吋Q-trim閥芯結(jié)構(gòu)的V型球閥和至少2臺(tái)不小于ANSI 900BL、閥門(mén)尺寸不小于6吋的帶有防汽蝕功能的調(diào)節(jié)球閥的技術(shù)要求,。如投標(biāo)人為制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司,，需提供該制造廠商的業(yè)績(jī)。

業(yè)績(jī)要求中的產(chǎn)品的系列或型號(hào)須與本次投標(biāo)產(chǎn)品的系列或型號(hào)相一致,。

From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least one contract of supply performance of Special Control Ball Valve of SMPO Plant in China, and one contract of supply performance shall meet the technical requirement of at the same time: at least one V-shaped ball valve with a valve size of not less than 10 inches Q-trim type, and at least 2 sets of not less than ANSI 900BL control ball valves with anti-cavitation function with valve size not less than 6 inches. If the bidder is a company responsible for sales within the manufacturer's group, the performance of the manufacturer shall be provided.

The series or model of the product in the performance requirements must be consistent with the series or model of the bidding product.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表,，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件和用戶簽字或蓋章的到貨驗(yàn)收材料,。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間,、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）,、制造商名稱,、裝置名稱、貨物名稱（調(diào)節(jié)球閥）,、閥門(mén)尺寸,、V球閥芯結(jié)構(gòu)（Q-trim）、ANSI（900BL）,、帶防汽蝕功能,、投標(biāo)產(chǎn)品的系列或型號(hào)。

若業(yè)績(jī)合同為年度協(xié)議,，除提供年度協(xié)議外,，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián),。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī),。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and acceptance evidence of goods delivery signed or sealed by the user. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods（control ball valve), valve size, V Ball Valve core structure (Q-trim), ANSI（900BL）and with anti-cavitation function,，The series or model of the product.

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的,，均視為無(wú)效業(yè)績(jī),。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
